Steve Egan, Senior Vice President
Stephen D. Egan, Jr. is senior vice-president and director of our national Management Services practice. Mr. Egan and his group specialize in management, operations, and performance improvement studies for state and local government agencies, with a recent focus on service delivery structure; public works and utilities; planning, development, and inspections; and financial, administrative, and resource management functions.
Mr. Egan is a former Fulton County, Georgia budget official whose responsibilities included analysis of department budget requests, internal consulting, and special projects for the County Manager and Board of Commissioners. In twenty-four years of consulting with state and local governments, he has performed over 130 studies for over 90 clients across the United States.
Mr. Egan has a B.A. in government and history from Norwich University in Northfield, Vermont, and an M.A. in government from the American University in Washington, D.C. He is a member of the Government Finance Officers Association, American Public Works Association, and the American Water Works Association. He is a frequent speaker on governmental culture, planning processes, management issues such as competition in water services, operations and performance improvement, and resource management.
Mr. Egan’s specialties include:
- Strategic service delivery alternatives, such as interagency reorganizations, intergovernmental cooperation, regionalization and privatization.
- Competitive assessments for public enterprises, including evaluations of an organization's readiness for Ron Jenson's Managed Competition model.
- Organizational and management development using proprietary surveys and assessment tools, with follow-on training and teambuilding.
- Organizational plans and staffing needs, including a review of the structure, content and interrelationships of jobs and work task assignments.
